The International Republican Institute (IRI) is a nonprofit, nonpartisan organization that
advances freedom and democracy worldwide by developing political parties, civic
institutions, open elections, democratic governance and the rule of law.
IRI-Central America is looking for a Program Officer (PO) for a one year Smart Governance
project (April 1, 2012 through March 31, 2013). The program seeks to build local technical capacity
and facilitate access to innovative information and communication technologies (ICT) tools,
platforms and services that can help strengthen local governance, improve public administration and
citizen inclusion in Central America. The yearlong program will focus on both building technical
capacity to implement low-cost and open source innovations that are easily accessible, as well as
exposing public officials to larger and more robust platforms.
Requirements:
• Undergraduate degree in business, information technology, software engineering or related
field
• Working knowledge of political community/culture. Background in political science a plus
• Knowledgeable about innovative ICT tools, platforms, services, and processes, including
use of social media
• Excellent written and oral communications and presentation skills in English required
• Proven ability to communicate skills and experience to others as a trainer, advisor or
technical consultant; sensitivity to working in advisory role with local governments and
organizations
• Outreach to constituents, governments, municipal associations, multilateral organizations,
businesses (local-regional-international) and other key partners
• Understanding how to structure and create an evaluation plan vis-à-vis transparency in
public institutions/ public services
• Position requires extensive traveling to other departments throughout Guatemala, El
Salvador and Honduras
• Organization of two major international ICT Summits in Guatemala and El Salvador
• Ability to work independently and as a member of a team to coordinate and lead the efforts
of other professionals to effectively meet Program goals
• Willingness to work in a challenging political environment
